Our normal workaround for this is to edit the letter (which can be a bit tricky sometimes w/ the PDFs), email it to the PI w/ a note that it'll be uploaded to Cayuse HE as well, and then upload a copy of the revised letter and email to the Attachments tab on the Submission Details section.
This isn't ideal because you have to know to look for the letter on the Attachments tab, otherwise you'll just presume that the last letter on the Letters tab is the correct one. But on the IRB side we know to always look on the Attachments tab if anything is wrong with the letters on the Letters tab so it hasn't been too much of an issue yet. But it's definitely not "fool-proof" and certainly an annoyance to have to do all the editing and emailing outside the system.
