  • 1.  Prime or subaward's FWA number?

    Hi everyone,

    We had a question come in that we thought would be best posed to the community. What do you think, would you use the subaward institution's FWA or the prime institution's?

    In the following scenario, which institution's FWA number would you include on your Proposals (S2S) proposal? Animal or Human subjects work is being proposed at a potential subaward institution, but not at the prime institution.

    Wouldn't the answer to this be determined by the sponsor guidelines ? Or sponsor's proposal guide or policy office?

    I'm thinking this is a sponsor decision rather than an intitutional one since it involves Proposals (S2S).

    Looking forward to seeing how others are interpreting this question.

    If there were no guidance from the sponsor at all (which would strike me as odd), I would include the prime's FWA on the main application, since oversight pretty much resides with the prime.   Doing so might lend some credence to the implied claim that we are competent to oversee the entire project - which does include human subjects.

    And then I would put the subawardee's FWA somewhere in their documents/uploaded materials.

    My understanding is that since (IF?) the (eventual) money is coming to the prime, it's the prime that holds the regulatory burden and thus the prime FWA and/or IACUC assurance would be reported.  The prime's IRB or IACUC would naturally need to review the sub's protocol and IACUC approval documentation prior to JIT.

    That's MY take!

    Good morning,

    The application belongs to the prime, and so should the FWA of record.  As noted by many others the prime will need to review/negotiate a reliance agreement once funded.  The sub-award materials should include their FWA for the prime's records and sub-recipient review.

    This is a very interesting question. At my institution, we handle a lot of subawards that deal with Human Subjects - I believe the prime institution utilizes their FWA for the submission, though.

    It brings to light another question, though. We have a couple of projects where we use animal specimens. We do not have animal facilities, nor any IACUC, but instead, our researchers utilize facilities at a nearby college that has all the required facilities and associated certifications. We have submitted an R21 grant involving animals and I had to use the college's Animal number since we don't have one. The application did get a warning (not error) that the number entered did not match the prime institution's information, but I believe the "why" was adequately explained in the application. Any thoughts on this?? When the Prime site doesn't have the facilities or appropriate certifications but will be using those of another institution that does? Whose number is used then?
