    Job Description

    The Sponsored Project Officer (SPO) provides professional expertise in federally funded and grant contract administration to ensure full compliance with both sponsor and organizational rules and regulations, thereby reducing risk to the organization. The SPO will work in partnership with organizational staff to achieve successful and compliant contract performance and efficient operation and maintenance of an effective contracts portfolio management system.  The SPO reviews proposals, negotiates and administers federal and non-federal grants and contracts as well as evaluating organizational compliance with agreement terms, and assisting in the development of organizational processes and polices to ensure they meet established sponsor requirements. This position also informs Investigators and other program staff of special contractual requirements; and provides ad-hoc training on grants and contracts administration.  The SPO will communicate with various external federal and non-federal funding agencies on a regular basis.

     

    Description:

    • Serves as a point of contact to the rest of the organization, lower level staff, and external sponsors for provision and interpretation of internal and external guidance, consultation, and quality control, complex issues, and technical solutions, for overseen Sponsored Project processes.
    • Independent review of federal, state, and other sponsor publications, funding opportunities, and regulatory requirements to ensure compliance with and identify exceptions to sponsor and organizational requirements by all parties; assists in arbitration and resolution of conflicting interests, as necessary.  
    • Reviews and ensures competitive sponsored project applications and negotiations are complete, compliant, and meet sponsor eligibility requirements                                                                           
    • Guides and facilitates Investigators and staff in the development and preparation of research proposals, contracts, sub-contracts, and agreements, to include budgets, documentation, and interpretation of funding requirements.  
    • Analyzes and evaluates contract and grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials and equipment.                                       
    • Prepares required acceptance documentation, obtains official organizational signatures, and recommends approval or rejection of deviations from contract specifications.
    • Acts in an official capacity with external entities on behalf of the organization.    
    • Coordinates receipt of awards and contract documentation; maintains proposal and funding records in pre-award system (Cayuse).
    • Interacts with accounting and the general ledger to transfer costs/revenue, change accounts, set-up/close activities in the official record and generally manage the financial performance of sponsored projects.    
    • Drafts revisions and updates to organizational policies and procedures pertaining to Sponsored Projects in conjunction with compliance and federal regulations.     
    • Prepares & delivers formal training and instruction on Sponsored Project processes as necessary to the greater Providence organization.             
    • Cultivates and maintains positive working relationships with internal stakeholders as well as external sponsoring agencies.     
    • Ability to meet multiple deadlines and adapt to changes as needed          
    • Strong problem solving/critical thinking skills.   
    • Strong attention to detail (e.g., tracking, entry, and documentation).   

    Required qualifications:

    • Bachelor's Degree in Accounting/Finance, Public Health, Healthcare Administration or equivalent education/experience
    • 5 years analytical and business experience (4 years of directly related experience may substitute for the required degree)

    Preferred qualifications: 

    • Master's in Business Administration (MBA),  Master's of Science in Accountancy (MSA), Master's in Public Health (MPH) or Master's in Healthcare Administration (MHA), or related master's degree
    • 4  years research/grant/healthcare administration experience.
