    Job Description

    SUMMARY:

    Reporting to the Vice Provost for Research, the Director of Research Compliance ensures compliance with federal, state, and University regulatory requirements related to research activities and supervises the Institutional Review Board for Human Subjects (IRB), Institutional Animal Care and Use Committee (IACUC), and the Institutional Biosafety Committee (IBC). The Director, provides leadership and oversight in maintaining a compliance infrastructure for research integrity, and develops and implements effective educational programs that enhance the responsible conduct of research.

    PRINCIPAL DUTIES AND RESPONSIBILITIES

    • Plans, organizes, and directs research and compliance operations and budget for the University's Research Compliance program, Institutional Review Board for Human Subjects (IRB), Institutional Animal Care and Use Committee (IACUC), the Institutional Biosafety Committee (IBC), Conflict of Interest Program, Research Misconduct, and Export Control within the Office of Research.

    • Directs and manages program goals for IRB analysts and establishes priority for review and protocol standards.

    • Directs and implements an internal quality improvement program.

    • Assists PIs with submissions and/or feedback from the IRB. 

    • Provides human subject protection expertise to IRB staff, IRB Chair, and members as needed.

    • Manages and oversees Program goals and objectives for the Animal Care and Use Program.

    • Works effectively and collaboratively with Laboratory Animal Resources, the Office of Environmental Health and Safety, and research and administration staff.

    • Identifies and directs IACUC staff in related compliance activities (e.g., IACUC semi-annual program reviews and facility site-inspections, USDA inspections).

    • Responds to legal counsel and OPRA requests using high level understanding of security and liability to institution.

    • Oversees and manages human subject and research misconduct inquiries and investigations under the direction of the Vice Provost for Research as the designated Research Integrity Officer (RIO).

    • Manages highly confidential and sensitive misconduct reports with recommendations for remediation, if applicable.

    • Coordinates correspondence and responses for communications from the VPR/Institutional Official to external regulatory agencies.

    • Directs the staff, work operations, develops performance standards, conducts performance evaluations, and approves personnel actions in accordance with University policies and state regulations.

    • Conducts training sessions for PI's and graduate students and guest lectures regularly concerning federal research regulations, conflicts of interest, and human subject protections.

    • Oversees the Financial Conflict of Interest Program for applicable funded research.

    • Acts as liaison to OSP regarding all research compliance related questions and concerns.

    • Directs and guides the activities of the Institutions research regulatory committees (IRB, IACUC, FCOI) to ensure compliance with Federal and State Regulations.

    • Interacts with Principal Investigators and other researchers regarding IACUC, IRB, and FCOI protocols and policies.

    • Ensures faculty and staff compliance with federal, state, and university regulatory requirements regarding research.

    • Supports the development and implementation of new processes in the research compliance area.

    • Creates and supports an environment that promotes responsible conduct and integrity in scientific research. Develops and implements effective educational programs that enhance the responsible conduct of research.

    • Performs other duties as assigned.

    • Management retains the right to add or change job duties at any time.

    QUALIFICATIONS:

    REQUIRED

    • Master's Degree from an accredited college or university.

    • Minimum of five years of experience working in a research compliance environment in higher education or a related field.

    • Knowledge of federal rules and regulations regarding human subject protections, animal care, and biosafety at a higher education setting or a related field.

    • Experience conducting training or educational workshops in an academic setting.

    PREFERRED:

    • Certified IRB Professional (CIP) certification.

    • Ability to evaluate program or unit performance and develop alternative methods to improve performance and meet established objectives.

    • Excellent written and oral communication skills and ability to interact effectively with faculty and other researchers.

    • Computing proficiency, and the ability to create and manage databases.

    • Evidence of self-motivation and must have the ability to work both independently and within a team.

    • Ability to understand and interpret federal rules and regulations related to academic environments.

    • Readiness to learn new techniques and operating procedures.

    • Willingness to train and manage regulatory accountability on behalf of the University.

    • Membership in professional organizations.
