    Description:

    Job Summary:

     

    The Manager of Sponsored Projects Administration office (SPA) provides high-level strategic management and oversight of all aspects of pre-award and post-award sponsored projects administration, including the preparation and review of proposals, negotiation and acceptance of awards, execution of contractual agreements, and the fulfillment of pre and post award grants management requirements. This position works with CHR Leadership, Scientists and Senior Managers to ensure all submission requirements of federal, state and private industry grants and contracts are met. This position is the Centers main resource for  knowledge of changes in pre-award and post-award requirements from funding agencies, and is responsible to both educate CHR on changes, and implement those changes.  This position is also the key liaison to Kaiser Foundation Research Institute for grants and contracts pre-award management. This position also leads special initiatives/task force work under the direction of the KPNW VP of Research and CHR Leadership Team.


    Essential Responsibilities:

     

     

    ·       Directs and serves as the primary point person for all pre-award issues at CHR. Interprets general Federal/State guidelines and requirements for grant monies. Interprets and ensures compliance with specific RFA, PA, PARs. Interacts with Funding Agencies and other administrative bodies on behalf of PIs. Stays current on issues regarding funding agencies and their funding priorities year by year. Proactively responds to changes in grant policy and procedures and develops and disseminates CHR grants management policies and procedures. Receives GIFs and assigns CHR proposal team to each proposal. Provide centralized training at CHR regarding NIH guidelines and updates in proposal process. Make presentations to the investigator group as necessary regarding changes in NIH guidelines, PHS forms, etc. Coordinate CHR resources involved in the proposal process, including finance staff, department managers, editors and other center staff who contribute to proposal development. Evaluate the proposal process and implement improvements with an emphasis on efficiency and compliance. Educate new and off-site investigators regarding the CHR proposal process. Establish and maintain linkages with the CHR Hawaii and CHR Southeast proposal team. Oversee CHRs proposal database, provide weekly summaries of all proposals submitted by CHR, and maintain the CHR proposals list.

     

    ·       Directs and provides overall oversight for CHR post-award administrative activities. Ensures all required grants management documents are filed accurately and on time with funding agencies. Responsible for working with project teams to complete dissemination and training of all post-award required administration activities as stated in all grantee award documents. Responsible for submitting all prior approval requests including key personnel changes, carryover requests, and no-cost extensions. Establishes and has oversight for tracking systems for all required post-award administrative activities. Proactively monitor due dates for progress reports, carryover requests, final reports and work with PIs,  project managers, or research associates to submit reports and requests.

     

    ·       Directs CHR contracting review and execution process.  Works with KFRI Legal Department to facilitate the completion of all legal agreements. Track contracts and other agreements for timely completion.  Work with project staff and external partners to facilitate the contracting process.

     

    ·       Provide direct proposal management for proposals. Manage individual proposals with a priority on managing complex proposals and providing fast and high quality proposals.

     

    ·       Hires, trains and supervises sponsored projects staff. Performs evaluations according to Kaiser policies and procedures, and performance management when necessary. Engages in training and professional development of staff members. Establishes standards of performance and quality of work for department staff.

     

    ·       Manage the process for continuation proposals and timely response to just-in-time requests. Assign requests to sponsored projects staff. Provide education for project administrators and investigators in the guidelines for continuation proposals, including dissemination of PHS 2590 guidelines and checklists. Establish and maintain a system to track when continuation application are due.

     

    ·       Serves on key CHR Task Forces as pre-award management expert.  Advises CHR Leadership on critical funding agency policies.

     

    ·       Perform other duties as requested.

     

    Basic Qualifications:

    Experience

    ·        Minimum five (5) years experience in managing the work of others.

    ·        Minimum five (5) years experience in research administration, including specific pre-award and post award activities.

    Education

    ·        Bachelors degree OR four (4) years of experience in a directly related field.

    ·        High School Diploma or General Education Development (GED) required.

    License, Certification, Registration

    ·        N/A

    Additional Requirements:

    ·        Knowledge of the principles of research administration, including grant writing and NIH proposal principles.

    ·        Knowledge of grant proposals (federal, private, and corporate).

    ·        Knowledge of health care or research organizations.

    ·        Skill in managing the work of others.

    ·        Skill in oral and written communication, including grant writing.

    ·        Ability to make effective presentations to internal and external audiences.

    ·        Ability to work with groups with various levels of managers and staff.

    ·        Skilled in the use of PC, including Word, Excel and PowerPoint.

    ·        Skill in prioritizing & maintaining a high degree of organization.

    Preferred Qualifications:

    ·        Seven (7) or more years experience in managing the work of others.

    ·        Seven (7) or more years experience in research administration - including specific pre-award and post award activities.

    ·        Thorough knowledge of the principles of grant writing and NIH proposal principles.

    ·        Thorough knowledge of grant proposals (federal, private, and corporate).

    ·        Extensive knowledge of the KP organization and the role of research in a health care organization.

    ·        High-level skill in managing the work of others.

    ·        High level skills in oral and written communication, including grant writing.

    ·        Ability to make effective presentations to internal and external audiences.

    ·        Ability to convene and facilitate groups with various levels of managers and staff.

    ·        Skilled in the use of PC, including Word, Excel and Powerpoint.

    ·        Masters degree in communications, public health, business, or related field.
