The Office of Research, Economic Development and Engagement (REDE) is charged with leading research, economic development, and community engagement for East Carolina University. REDE is responsible for research integrity and compliance, administration, and development activities to grow extramurally sponsored activities across ECU. In addition, REDE leads technology transfer, innovation, economic and community engagement initiatives including partnerships with public sector agencies, industry, military, and other organizations. The following offices are part of REDE: Research Administration and Compliance, Engage Research, Research Development, Continuing and Professional Education, Postdoctoral Affairs, Undergraduate Research, Research and Innovation Campus Development, Licensing and Commercialization, National Security and Industry Initiatives, Research Integrity and Compliance Monitoring, the Institutional Animal Care and Use Committee, the University and Medical Center Institutional Review Board, and the Small Business and Technology Development Center.

Job Duties |
The Financial Analyst / Development and Training Specialist (FADTS) serves as one of several financial professionals within the post-award unit in the Office of Research Administration. The FADTS works closely with campus faculty, project directors, and administrative staff in monitoring expenditures and project activities in conformance with sponsor, university, and auditor requirements. The FADTS manages an assigned portfolio of sponsored projects and is the primary contact for questions from campus faculty and staff related to that portfolio. The FADTS also serves as a liaison to other institutional offices, sponsors, and auditors, as needed, related to project terms and conditions, expenditures, business procedures, cash management, regulatory requirements, reporting procedures and other sponsored projects activities.
The FADTS serves as the backup to the Award as needed. As backup, the FADTS oversees the award intake and award set-up/modification process for all sponsored projects at the University. The FADTS applies thorough knowledge of current federal, state, and local government programs and guidelines to make recommendations to top management and to create and update SOPs and policies and procedures for ORA post-award administration. The FADTS is also required to act in the role of liaison with ORA pre- award services, ORA post-award administration, ORA billing management, Compliance Monitoring & Strategic Initiatives, sponsors, other central offices such as Finance and Administration, ITCS, and procurement to ensure all SOPs and policies and procedures related to post-award services are accurate and communicated within the division.
The FADTS uses thorough knowledge to provide training to other post-award administration team members, hub and departmental administration, and other university sections in areas including, but not limited to, summer salary calculations and EPAFs, grant buyout process and EPAFs, award setup processes, etc. The FADTS works independently with minimal supervision from the Director of Post-Award Services. The FADTS works cooperatively in a team environment, assuring that all necessary post-award administrative activities including, but not limited to, award setup, invoicing, account reconciliations (including oversight for allowable costs, rebudgeting restrictions, fund balances or other sponsor requirements), subcontract monitoring, cash management and all reporting tasks are completed by sponsor and office deadlines. The FADTS will use independent judgement skills and creative thinking capabilities to resolve issues, suggest alternative solutions and complete tasks within the regulatory and university environment. The FADTS must be able to work accurately with a high volume of detailed financial transactional data while assuring timely completion of tasks and comprehensive oversight of conformance with general system and sponsor deadlines and other regulatory or reporting requirements.
As needed, the FADTS will provide backup assistance for other positions within the office including, but not limited to, quarterly financial reporting, institutional year end reports, and other cross-training needs.
This position performs the following duties: 50% The FADTS will serve as primary point of contact for sponsors, auditors, and campus stakeholders for the assigned portfolio of projects. Review of budgets and expenditures to assure compliance with applicable rules and regulations, pre- approve some transactional documents and will post-review expenditures for project restrictions. The FADTS will monitor expenditures for compliance with sponsor allowability, allocability/relatedness, reasonableness, timeliness, funds availability and other sponsor requirements. The FADTS will prepare sponsor financial reports and coordinate final cash reconciliation and Banner fund closeout. Maintain and provide oversight on Banner system funds for portfolio of projects. Maintenance may include any/all activities related to the fund monitoring including approving EPAFs, processing redistributions of payroll and processing position change forms.
10% The FADTS serves as a backup to the Award Analyst. As backup, the FADTS ensures proper coordination and completeness of integrated information between award tracking subsystems in eTRACS and Banner functionality. Ensures that sponsored award information is set up or modified in Banner according to established standards with a high degree of accuracy. Award information includes, but is not limited to, information related to sponsors, award types, ECU schools/departments/organizations, federal regulations, contractual terms and conditions, award personnel, budget information, revenue recognition, indirect rates, and cost principles utilized. The FADTS will assist in updating and maintaining award brief, logs, and matrix used in the award setup process.
35% The FADTS identifies areas of improvement, works with ORA and banner billing units to resolve system issues and completes project work in areas of improvement. Reviews and maintains documentation related to processes including, but not limited to, SOPs, policies and procedures, award setup training materials, checklists, logs, etc. Act in the role of liaison with ORA, CMSI, ITCS, and other central offices to ensure that all SOPs and policies and procedures related to post-award administration and award setup are accurate, documented, and communicated to all the proper channels. The FADTS will assist in creating training materials and deliver training/schedule presenters in areas including, but not limited to, summer pay, grant buyout, award setup, and other post-award functions.
5% Performs other work-related duties as assigned by supervisor. Provides back up assistance and cross-training for other positions within ORA.
