The Office of Research Administration (ORA) supports ECU's research enterprise though a broad range of services for external grants and contracts (sponsored projects) from state, federal, non-profit, and for-profit sources. ORA provides oversight for all financial transactions related to sponsored projects. ORA is the institutional signatory for grants/contracts, financial transactions, financial reports, documents related to financial activity, and audit reports for sponsored projects. ORA provides a variety of support and expert advice services to campus faculty and staff in the management of their sponsored projects. ORA is the financial liaison to sponsors and auditors. ORA is the financial liaison to other compliance offices or institutional offices that support or monitor sponsored projects. ORA is responsible for supporting the financial needs of sponsored projects, and sponsor and University business practices, in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.

Job Duties |
The Financial Analyst (FA) will serve as one of several financial professionals within ORA. The FA will work closely with campus faculty, project directors, and administrative staff in monitoring expenditures and project activities in conformance with a sponsor, University, and auditor requirements. The FA manages an assigned portfolio of sponsored projects and is the primary contact for questions from campus faculty and staff related to that portfolio. The FA will serve as a liaison to other institutional offices, sponsors, and auditors, as needed, related to project terms and conditions, expenditures, business procedures, cash management, regulatory requirements, reporting procedures, and other sponsored project activities.
The FA has to be familiar with specific sponsor requirements and general University business forms, practices, and systems. The FA has to be able to independently interpret federal, state, and other sponsor requirements and apply them to specific projects and situations. The FA has to understand financial accountability, reporting, compliance oversight, audit procedures, and professional ethics.
The FA works independently with minimal supervision from his/her supervisor. The FA works cooperatively with other ORA staff, in a team environment, assuring that all necessary ORA activities including (but not limited to) invoicing, account reconciliations (including oversight for allowable costs, budgeting restrictions, fund balances, or other sponsor requirements), sub monitoring, cash management, and all reporting tasks are completed by sponsor and office deadlines.
The FA has to have good, independent judgment skills and creative thinking capabilities. The FA has to be able to resolve issues, suggest alternative solutions, and complete tasks within the regulatory and university environment. The FA has to be able to work accurately with a high volume of detailed financial transactional data while assuring timely completion of tasks and comprehensive oversight of conformance with general system and sponsor deadlines and other regulatory or reporting requirements.
The FA has to be able to work well in a cooperative and coordinated team environment. The FA has to be able to work well in a dynamic work environment where specific tasks, forms, systems, regulations, procedures, reports, and other requirements are subject to change based on sponsor, audit, or University policy/system changes. Assigned specific tasks are subject to realignment based on overall office workload or system or regulatory changes or other office priorities. Good performance is reviewed on a task completed basis, with a high degree of accuracy while meeting all deadline and policy/procedure and compliance requirements.
