Since our whole institution is the size of a university department (50-60 faculty total), we have a more hands-on approach than some: Our central-office Grant Administrators are the IPF approvers. If the resource question is answered yes, depending on the resource, they either add the relevant unit (animal resources, Chief Science Officer, etc) to the authorization chain (if there's time), or email the link to the IPF to the relevant unit requesting authorization/clearance. If it is emailed, we upload the return authorization to the attachments section. We follow the same process if the IPF indicates there is potential IP or Export Control.
This is one thing that's going to make life easier when we move to the Platform: Smart Forms. No manual routing; hierarchical answers to structured IPF questions will add those who must authorize (or at least be notified).
