    The Research Administration Manager I (RAM I) will be responsible for the successful pre- and post-award management of grants and contracts of a multimillion-dollar program portfolio of the Prostate Cancer Program (PCP) in the Human Biology Division (HB). This position requires an understanding of federal regulatory requirements, human resources management, administrative systems, financial analysis, and team leadership. They ensure compliance with all sponsor rules and regulations. They ensure the accuracy of project budgets and contracts, reconcile expenditures throughout project life cycle, and track progress of awards from pre-award to project closeout.

    Responsibilities

    Budget/Fiscal Management

    • Provide ongoing cost oversight to ensure sponsored projects are adequately expensed
    • Participate in strategic planning activities such as setting goals and defining annual objectives
    • Develop, monitor, track, and project budgets for a complex portfolio of projects varying considerations (eg, multi-site, sub awards etc.)
    • Develop, run, and analyze reports aimed at oversight of over- and under- spending, compliance with sponsor regulations and forecasting future expenses
    • Funding Source Administration: lead pre- and post-award activities including:
      • Complete technical/non-scientific portions of submissions
      • Partner with faculty on sponsor communications
      • Prepare and review budgets, identify discrepancies and provide recommendations to PI on scenarios to resolve issues with appropriate stakeholders

     

    Regulatory Oversight

    • Interface with faculty to develop, negotiate, and manage highly complex sponsored proposals, working to anticipate regulatory issues and ensure all submissions are amended to reflect current local, state, federal and sponsor regulations
    • Prepare, consult, and advise PIs on non-scientific portions of regulatory applications/submissions
    • Advise or consult with Center leadership on changes to Center-wide policies/procedures and help create implementation plans in response to changing regulatory requirements
    • Serve as a central point of contact to answer questions and facilitate solutions

     

    Administrative Support

    • Identify administrative needs for PCP and participating PI(s); prioritize and ensure related tasks are completed
    • Identify space and resource shortages and develop recommendations to resolve related issues
    • Oversee management of projects including occasional event planning and management
    • Communicate with other departments/entities on PI's behalf
    • Resolve discrepancies and issues with stakeholders on PI's behalf
    • Track projects in startup, developing plans with parallel work-streams and clear timelines, communicating between stakeholders, and holding accountable the team members whose input is required
    • Coordinate project audits and close-outs
    • Perform other responsibilities as required

     

    Leadership and Mentoring

    • Coach and train entry-level staff
    • Work with Center and HB Division Leadership to continuously identify operational issues and areas of improvement to ensure optimum conduct of research studies
    • Track PCP grants and provide summaries to HB leadership
    • Develop short- and long-term PCP goals to procure necessary resources for program administration
    • Supervise PCP Research Administration staff to include hiring, performance evaluation, professional development, handling disciplinary action, layoff, and termination issues
    • Participate in Divisional or institutional process improvement projects related to research administration



    Minimum Qualifications:

    • Bachelor's degree in Business Administration, Public Administration, or related field; an equivalent combination of education and experience may be substituted for minimum education requirement
    • Minimum of five years of experience in pre-award and post-award research administration or grants and contracts management, ideally managing Federal or State sponsored awards in a complex, multi-faceted portfolio
    • Experience with grant and contract regulatory agencies and reviewing IRB and IACUC documents
    • Ability to navigate complex internal systems and departments while exercising sound judgement and discretion
    • Proficient with complex budget development, including forecasting and use of various financial reporting tools
    • Excellent time management and prioritization skills
    • Excellent written and oral communication skills
    • Highly organized and detail-oriented, with the ability to problem-solve and process information quickly
    • Advanced skills in MS Word, MS Teams, MS Outlook, Adobe Acrobat Pro, Excel (ability to use pivot tables)
    • Demonstrated ability to work successfully as part of a diverse team with a commitment to equity and inclusion

    Preferred Qualifications:

    • Master of Business Administration (MBA), Master of Public Administration, or equivalent
    • Experience managing NIH SPORE grants and contracts
