    At your institution do you have any system through which the institution decides to submit a limited number of grants over others (due to time restrictions)? Such as advance notice of submission and limitation by a Dean?

    At our institution this is handled in the Vice President for Research's office. For any opportunity identified as limited submission, institutional policy is that faculty must submit an internal application to VPR; VPR sets an internal deadline weeks in advance of the sponsor due date and these are posted on their intranet site. Then VPR makes a selection, and each faculty member is notified whether they were selected or not, and the approvals are also sent to my office in Sponsored Projects. We are only allowed to submit limited submission applications to sponsors if we also have the VPR approval for that PI.

    Our process is very similar to the earlier response from Todd at University of Utah except that it is overseen by our Office of Research Services instead of our VPR.   It is also based on the results of an internal competition. Volunteer faculty members meet and review each of the applications.  They give each application a score and then those scores are tallied up.  The one with the highest score is then approved to move forward with submission.

    For our institution, this depends on the requirements set by the Sponsor. Most limited submissions would be set up with an internal competition via InfoReady well ahead of the sponsor deadline. Then an internal review committee would review and select the one or two applications that get to go forward. At that point the regular proposal approval process would happen via Cayuse. This is how it goes for things like the NEH Summer Stipend competition. 

    However, some that are nominations require letters of support from administration initially, and for those we start with just an email request directly to the Deans for nominations. If no nominations, no applications. 

    If you are just interested in systems, as I said we currently use InfoReady but have used Google Forms, Qualtrics, Submittable and SurveyMonkey in the past to various degrees of success. InfoReady has risen to the top as our institutional solution.

    Here at UC Irvine, limited submissions are handled through the Vice Chancellor of Research's office. They hold an 'internal' competition in which proposals are submitted to a peer review group, and that group decides on which proposal move on for submission.
