Senior Proposal Coordinator
- Office process and procedure: assist in the development and maintenance of the University proposal submission and review process.
- Professional Development and Continuing Education: Maintain and improve on a thorough knowledge of existing and changing federal, state, local, system, and university guidelines, policies, procedures, and regulations; awareness of current issues, events, and trends in the industry. Technical working knowledge of evolving electronic proposal submission portals. (i.e. Grants.gov, E-grants, Tex-grants, NSF Fastlane/Research.gov, etc.) Knowledge of compliance issues: effort, human subjects, export control, homeland security, etc.
- Proposal Preparation: Advise, review, and assist in the development of budgets and other required submissions for new and continuation proposals submitted by TXSTATE faculty and staff to various funding agencies. Ensure that all budgets and proposal information are prepared in compliance with proposal submission guidelines. Coordination with the principal investigator to ensure the inclusion of appropriate supporting documentation as required by the sponsor. (i.e. PRF, PI eligibility, IDC waivers, Agency forms, commitment letters, etc.)
- Budget development: Review and analyze for accuracy, required allowable and unallowable costs, cost sharing, F&A exclusions, cost of living adjustments, wages, budget justifications, subcontracts, collaborators, and any other budget items. Coordinate budget adjustments with the principal investigator as needed.
- Facilities and Administrative cost recovery: Promote the use of our full federally negotiated F&A rate which will lead to the maximization of the use of recovered F&A funds and leveraging of all funds available for sponsored programs. Serve as an electronic data administrator for submission of proposals to agencies and other funding sources utilizing an electronic submission process and maintenance of other electronic information as needed. Preparation and delivery of award package to post-award contact (24-hour rule) Route proposals and budget for the approval of Chairs, Deans, Directors and/or VPs, AVPs, and other appropriate personnel.
- Communication Skills: Articulate and explain issues; build relationships with customers and other contacts; advise and make quality recommendations on a wide range of issues; provide superior quality customer service. Assist all faculty and staff with locating resources required for proposals and budget prior to submission, (i.e. tuition rates, dorm room availability, and annual rates, etc.) Ability to recognize and forward proposals for additional reviews that might be needed (i.e. tech transfer, intellectual property issues, export control, etc.) Provide training of University faculty and staff in group or one-on-one settings. Develop and maintain training materials. Attend meetings to exchange information. Monitor and report on allowable effort/committed time amounts for each proposal and other support documents. Prioritize fluctuating workload, and follow management directives.
- Standard Office Practices: use of equipment, system data update, Certain SAP information retrieval, timeliness of telephone and e-mail responses (24-hour rule).
- Other duties or Special projects: updating forms, training new staff, preparing annual re-distribution of F&A recovery Prepare reports as requested. Other duties as assigned.
Accountant III
- Develop complex, non-standard financial reports and statements requiring interpretation and difficult analysis.
- Research complex problems, identify changing requirements for management information needs.
- Perform complex financial reviews and other fiscal procedures, reviews, account structures &/or reports, and automated accounting systems.
- Recommend changes and/or solutions.
- May train and supervise lower-level professional and clerical accounting staff.
- Prepare complex journal entries and reconciliations.
- Identify &/or potential problems and take actions(s) to correct.
- Prepare complex financial statements &/or reports, including special projects.
- Read and interpret laws, regulations and policies and procedures for compliance.
- Provide technical assistance to resolve complex accounting problems for GAO staff and others.
- Advise and guide staff with student and accounting problems.
- Analyze existing policies and procedures and make recommendations for changes to policies/procedures for accounting systems(s).
- Analyze complex financial data and reports and make recommendations based on analysis.
- Research and prepare information to aid systems analysts in preparing specifications for financial reports needed by General Accounting and university personnel.
- Attend meetings, seminars, staff developments and training sessions.
- May have primary responsibility for daily supervision of a segment of the
- General Accounting Office, a specialized complex area, or an audit follow-up and compliance.
- Perform other duties as assigned.
