    The Strategic Interdisciplinary Research Office (SIRO) is a research administration unit under the Office of the Senior Vice President for Research (OSVPR) dedicated to providing active support for the development, submission, and management of large-team multidisciplinary proposals. SIRO supports pre-award and project management for multi-college and multi-institutional efforts, while the Finance Office (FO) within OSVPR provides post-award support for complex large-team funded awards. This position will report to the Associate Director, Project Management in the SIRO Project Management Office (PMO) and will perform federal award management activities in support of university-wide grants and contracts. This position will support the Associate Director in management and growth of the PMO. This position has a supervisory role.

    The responsibilities for this position include:

    • Lifecycle Project Management of grants and contracts with an emphasis on National Institutes of Health (NIH) while having the ability to pivot and support other federal award types. Oversight of sub-recipients (domestic & international) throughout the lifecycle

    • Participate in pre-award proposal development to ensure optimum award outcomes

    • Ensure streamlined and timely account set-up, monitor IACUC and IRB to ensure timely implementation aligned with the project schedule

    • Facilitate the project Kickoff meeting and advise faculty in interpreting and adhering to sponsor and University guidelines

    • Interact regularly with project sponsors, stakeholders, project teams, and others to determine their needs and use existing project methodology to develop plans to address these efficiently. Contribute to project meetings and communicate project timelines, milestones, and updates; create project agendas, presentations, and meeting minutes

    • Prepare and maintain budgetary records and financial files of sponsored projects

    • Review, track and assess budget and expenses for approval on restricted funds and monitor the appropriateness of expenditures on awards and sub-awards (monthly/quarterly review with PI)

    • Ensure Cost-Share account set-up, perform tracking and reporting

    • Preparation and submission of Research Performance Progress Reports (RPPR)

    • Monitor end dates and budget, budget realignments, carryforward and extensions, prior approval requirements for changing aspects of a fund. Assist with closeout documents and procedures as necessary

    • Supervise, mentor, and develop training programs for entry-level Project Managers

    • Participate in the SIRO PMO capacity build, data collection and analysis, planning processes, and standing operating procedures

    Education and Experience:

    This position will be filled as level 4 and typically requires a Bachelor's degree plus 8 years of related experience, or an equivalent combination of education and experience.

    Advanced knowledge of NIH large, complex projects, Governmental Reporting Systems (i.e., FastLane (NSF), ERA Commons (NIH)) as well as Uniform Guidance 2 CFR Part 200 are highly preferred. Requires exceptional communication (both verbal and written) and interpersonal skills among a wide array of constituents, innovative problem solving, flexibility, and self-management skills, including the ability to prioritize among many diverse responsibilities. Must be able to thrive in a fast-paced, deadline-driven environment. Capability to work both independently and as a team member, ability to multitask and respond professionally in challenging situations is essential. Successful graduation of the Penn State ACES program or the external equivalent as well as Project Management training are desirable.

    University Park is centrally located, just 3-4 hours by car from New York, Philadelphia Baltimore/Washington and Pittsburgh with a reliable commuter airport 10 minutes from campus.

    This is a fixed-term appointment funded for one year from date of hire with a excellent possibility of renewal.
