    Job Description:

    Drafts and implements University policies and procedures on export control compliance and foreign influence.  This includes but is not limited to the following:  technology classification; identification of restrictions; verifying personnel; determining licensing requirements, and technology control plans.  Conducts monitoring of implemented technology control plans.

    Serves as a resource, and provides guidance on issues including entity list restrictions, deemed exports, and federally issued licenses related to travel and international activities.

    Determines availability of export license exemptions and exceptions for export-controlled items and information supplied by vendors, contractors, collaborators and other third parties during the course of university research and business activities.  Provides export classification assessments on proposed tangible item exports. 

    Drafts and processes export licenses for export controlled international shipments as well as regulated research activity in U.S. sanctioned/embargoed countries.  Drafts and processes exemption certificates.  Maintain records in accordance with federal regulations and policies.

    Reviews foreign collaborations and activities including hosting of foreign nationals from sanctioned/embargoed countries; international shipping of tangible items or research deliverables to an international location; travel to a sanctioned/embargoed country for official university activities; receiving or providing financial support, services or equipment overseas in a sanctioned/embargoed country or collaborations with foreign nationals of those countries; and travel to any country with University equipment, select agents or toxins.  Ensures international partners are vetted for risks and works to mitigate identified risks.

    Collaborates with investigators, OSPA, Office of Technology Transfer and Office of Legal Affairs to identify export-controlled projects.  Makes recommendations and provides alternatives or develops license applications, exemptions, or technology control plans. 

    Works with Research Solutions and Information Security to recommend, implement and oversee software tools to conduct restricted party screenings and product/technology assessments.  Develops and maintains export control and foreign influence website.

    Develops training for faculty, staff and students on foreign influence and export control laws, regulations and University Policies, Procedures, and requirements.  Utilizes online CITI and other export control courses and develops and presents additional in person and online workshops and training.  Tracks compliance with university required training on export control and foreign influence. 

    Monitors and analyzes federal foreign influence and export control regulatory developments that impact the University's export compliance efforts.

    Participates in the Association of University Export Control Officer and other relevant national organizations and trainings.  Other duties as assigned.

    Qualifications

    Master's degree in a Scientific field or Law and a minimum of three to five years of Export Control related experience with expert-level understanding of federal regulations on Export Control. A J.D. is preferred. Must be eligible to obtain a national security clearance.
