    The Office of Research, Economic Development and Engagement (REDE) is responsible for research policy and integrity, research administration and sponsored project contract negotiations across ECU and it leads economic and community engagement initiatives including partnerships with public sector agencies, industry, military, and other organizations in pursuit of scholarly activities, economic development, and community engagement. The Office directs new intellectual enterprises, including technology transfer. REDE is responsible for the following units under its umbrella: Office of Engaged Research, Office of Continuing and Professional Education, the Institutional Animal Care and Use Committee, Office of Human Subjects Protections, Office of Licensing and Commercialization, Office of National Security and Industry Initiatives, Office of Postdoctoral Affairs, Office of Regional Development, Office of Research Administration, Office of Research Development, Office of Research Integrity and Compliance, Office of Undergraduate Research, the Small Business and Technology Development Center and Compliance Monitoring and Strategic Initiatives.

    The Finance & Budget Analyst III will serve as one of several financial professionals within the Office of Research Administration (ORA). The position will work closely with the campus faculty, project directors, and administrative staff in monitoring expenditures and allowable costs utilizing knowledge of multiple federal, state and non-governmental rules and regulations and will assist in the development of policies and procedures related to the management of research administration. Financial compliance monitoring for a portfolio of awards will be an integral part of this position's duties. An essential function of the position is preparing and submitting financial reports to sponsors. As needed, the position will assist with other tasks within ORA such as the F&A rate proposal, invoicing and other cash management issues, sponsor or auditor compliance issues, and audits. The position will coordinate and communicate with sponsors and other institutional offices. The Finance & Budget Analyst must be familiar with general federal regulations such as OMB Circulars and the federal Uniform Guidance, as well as sponsor-specific policy guidelines (such as NIHNSFAHANASA, etc.), as well as UNC, State of North Carolina, and ECU business practices, policies, and generally accepted accounting principles. The Finance & Budget Analyst prepares sponsor financial reports and may provide other reports to project directors, management, and auditors. In addition to providing expert assistance to a portfolio of projects, the position will assist with other general office tasks such as invoicing sponsors, processing revenue, monitoring sub-awards, creating and maintaining ORA electronic grant files, PORT expenditure review and approval, reviewing and submitting budget revisions to the sponsor for approval, budget approval processing in Banner, RPPR submission reviews, Electronic Position Action Forms, Position Change Forms, submitting and approving budget and journal entries, closing out Banner funds timely, processing and approving eTRACS award actions and change requests, reviewing and processing cost-transfers over 90 days, and providing liaison services to other university offices. As needed, the position will provide backup assistance for other positions within the office. Using excellent written and oral communication, the Finance & Budget Analyst will be comfortable with and capable of leading group meetings and acting as an instructor/presenter for training sessions.The Finance & Budget Analyst provides leadership and supervision for the Journey and Contributing Financial Analysts (FAs) in the Office of Research Administration. Other duties would include training new Financial Analysts, supervising FAs and assisting them with any issues or questions related to their grant portfolios, and assisting with research administration transactional entries and processes. The Finance & Budget Analyst may also be tasked with additional duties and responsibilities related to year-end financial reporting. Other tasks or duties like FFATA reporting, drawdowns, etc. could also be assigned.

    Duties include but not limited to:

    The position will maintain a portfolio of grant funds, establishing new grant funds and monitoring existing accounts regarding project period end dates and coordinate with campus faculty and staff to ensure that invoices/reports are accurate and submitted on a timely basis. The position will provide a wide variety of advice and assistance to campus faculty/staff on the use of their grant funds. Participate in new Award Meetings along with the HUBs and departments.

    Maintain open collegial communication with sponsors, auditors, campus faculty and staff and with other institutional offices such as Financial Services which is essential to solve compliance and operational issues and problems that may affect ECU's ability to properly utilize grant funds or complete funded projects. This is critical for effective and efficient operations. The position will serve as a point of contact with sponsor agencies with respect to invoicing, budget revisions, and financial reporting matters.

    The position will review and process financial transactional documents and monitor transactions against budgets and total expenditures (to include performing quarterly reconciliations) to assure compliance with applicable sponsor and University rules and regulations. The position may review, approve, and/or process a wide variety of transactional documents including but not limited to budget and journal entries, payroll transactions, travel, contractual services agreements, cost transfers, vendor purchases, subcontractor invoices, Electronic Position Action Forms, and Position Change Forms.

    In addition to financial transactions, the position will be familiar with and may need to review, audit or provide oversight actions with respect to various compliance issues such as effort reporting, F&A rates, cost transfers, procurement or other sponsor-specific requirements.

    The position will assist with both sponsor-specific and annual fiscal audits or other reporting requests, management report reviews and data requests, and training campus faculty/staff on grants related policies, procedures, and systems.

    As needed, the position may be assigned other tasks related to functions within ORA such as, but not limited to, quality control checks, development of new policies/procedures/systems, workflow, surveys, and audit reviews. As needed, the position may assist other positions in managing workload during peak periods and vacancies.

    The position provides leadership and supervision for the Journey and Contributing Financial Analysts (FAs) in the Office of Research Administration. Other duties would include training new Financial Analysts and/or HUB personnel, supervising FAs and assisting them with grant portfolio questions and issues, and assisting with ORA transactional entries and processes.

    The position may also be tasked with additional duties and responsibilities related to year-end financial reporting. Other tasks or duties like FFATA reporting, federal cash transaction reports, drawdowns, etc. could also be assigned.
