Job Purpose |
The Director of Research Compliance instantiates and grows a research compliance organization at Tennessee Technological University, with significant responsibility for formulating and administering policies and programs. Reporting to the Vice President within the Office of Research and Economic Development, the successful candidate will be able to work collaboratively with researchers, sponsors, grant accounting, and the Director of Sponsored Programs to facilitate compliance, support campus training, and respond promptly to changes in sponsor requirements. A strong generalist is needed to ensure research-affiliated activities comply with applicable federal, state, sponsor and university policies in the areas of: Human subjects, animal care and use, biosafety, foreign influence, conflict of interest, conflict of commitment, research misconduct, and the responsible conduct of research.

Essential Functions |
Creates and oversees policies and programs, registrations/assurances, training, and reporting requirements. Acts as a liaison for university faculty, staff, administrators and legal counsel to interpret and resolve research compliance issues. Provides daily management and oversight for activities under the Office of Research Compliance. Acts as a representative for the VP for Research to coordinate with institutional units regarding research compliance program responsibilities and obligations. Provides guidance and assistance to the campus community with regard to the interpretation and application of regulations and requirements involving research activity. Serves as the point of contact for research compliance program regulators (where appropriate) and ensures completion of registration and reporting requirements. Provides expert/seasoned guidance, dissemination, support, and/or training of research compliance based on federal, state, and local regulations. Develops and maintains reporting and analysis related to compliance oversight. Acts as the point of contact with government agencies and other external stakeholders on matters related to research compliance. Leads, participates and/or collaborates in internal and external audits and investigations, including the development and implementation of corrective action plans. Works closely with chairs of various compliance committees. The Director will partner with the Director of Research Systems to provide functional leadership to business process redesign and modernization efforts, to include an eRA (electronic research administration) implementation.

Minimum Qualifications |
Bachelor's degree from an accredited institution. A minimum of (seven) 7 years' progressive work experience in three or more of the following areas: export control, sponsored projects, financial compliance, research administration, data management, conflict of interest in research administration, international collaborations, other research compliance related areas. Managerial experience to include hiring, firing, employee performance evaluations, team building, etc., in an academic setting. Ability to be productive in the face of ambiguity and active change. Advanced knowledge: Federal research regulations including but not limited to OMB Uniform Guidance 2 CFR Part 200 Export control regulations specifically the US Department of State Directorate of Defense Trade Controls, US Department of Commerce Bureau of Industry and Security, and US Department of Treasury Office of Foreign Assets Control, Conflict of interest in research, and Fundamental research. Strong evidence of success as a leader in creating a culture of integrity within research, well-developed communication skills, the ability to work with research faculty, grants managers, legal counsel and senior administrative officers, etc.. A thorough understanding of current public policy issues in the academic research arena.
