    The School of Humanities and Sciences (H&S) is the center of a world-class liberal arts education at Stanford University.     Department/Program Description: The School of Humanities and Sciences Research Administration unit in the Dean's Office supports the research mission of the school.  We are a local resource to our faculty/researchers, postdocs, staff, and students for compliance and guidance on university, sponsor and federal policies, the proposal development process, and post-award management with a vision to grow the research enterprise.

    Position Summary: The School of Humanities and Sciences at Stanford University is seeking a Conflict of Interest and Commitment (COIC) and Export Control (EC) Manager. The COIC and EC Manager will work under general supervision of the Executive Director for Research Administration in the Dean's Office and must possess and demonstrate a positive outlook on continuous process improvement efforts while maintaining a team-based and customer-focused mindset. It is critical that this position exhibit the abilities to practice sound judgment and decision-making, effective written & oral communication, strong attention to detail and respectful relationship management. This position must also exhibit a strong desire to continuously learn new and unfamiliar business topics, policies and procedures as they relate to conflict of interest, conflict of commitment, foreign engagement and export control – the ability to translate this information into operational successes will be critical.

    In this role, you will: 

    • Lead the planning and operations for programs or functions that have significant business, regulatory and/or technical challenges requiring subject matter expertise.
    • Evaluate programs or functions, policies and procedures. Identify issues, and develop alternative solutions which may include changes to programs, policies and procedures.
    • Review and analyze trends to advise and develop recommendations to achieve or modify the goals of the program or function.
    • Represent the program or function within the department, unit or school by committing resources and provide information and/or training. Represent the program or function at the university level and/or to external/internal stakeholders and constituencies.
    • Manage and contribute e to the development of outreach strategy that may include relationship development, communications and compliance.
    • Assess training needs and may develop associated training.
    • Oversee daily activities for conflict of interest (COI), conflict of commitment (COC), and foreign engagement, including review of COI/COC disclosures and advising the Cognizant Dean on further actions. 
    • Review disclosures that are reported in our Outside Professional Activities Certification System (OPACS), which may include transactional disclosures, intellectual property (IP) related disclosures, as well as those associated with gifts and industry affiliate agreements. Work closely with the disclosing personnel to support compliance with the funding agency COI requirements.
    • Manage disclosure system infrastructure on behalf of H&S personnel; ensure H&S compliance with COI requirements in research awards, federal regulations, State of California law, and Stanford policies and procedures.
    • Help develop and monitor adherence to management plans in coordination with Cognizant Dean; maintain files of original management plans and annual reviews for existing conflicts. Coordinate with DFO or departmental research administrator regarding any review or management plan activity related to sponsored projects.
    • Collaborate with the Director of Export Control in the Office of the Vice Provost and Dean of Research and disseminate information to our H&S faculty, staff, and students impacting export control policies and processes.
    • Coordinate (and develop, where needed) new tools and procedures supporting COI and EC in the school, including web-based or interactive forms.
    • Help identify and manage substantive disclosures that require VPDoR input and review.
    • Coordinate with Cognizant Dean and Global Engagement Review Program (GERP) Director to review and support (and escalate as needed) compliance requirements related to foreign engagement activity.
    • Direct and manage outreach strategy in H&S regarding COI/COC/foreign engagement and Export Control policies and practices, including relationship development, communications, training, and compliance.

    To be successful in this role, you will bring:

     

    Education & Experience:

    Bachelor's degree and five years of relevant experience, or combination of education and relevant experience.

     

    Knowledge, Skills and Abilities:

    • Ability to accomplish goals working through formal and informal channels, with diplomacy and tactfulness.

    • Ability to direct the work of others, for jobs requiring supervision.

     

    In addition, preferred requirements include:

     

    • High-degree of proficiency and knowledge in research administration including compliance management areas; in-depth knowledge of governmental regulations.
    • Ability to independently interpret complex policies; direct experience communicating policies throughout a large operation.
    • Experience working successfully with PIs and their administrative staff; mission-driven and able to understand and communicate the importance of research compliance to PIs, departments, and the School; committed to consistently providing excellent customer service.
