    RESEARCH ADMINISTRATOR II

    Job Summary

    Externally Sponsored Research Administrator: Negotiates, manages, monitors and is responsible for research proposals and grants and contracts in assigned colleges on behalf of the university.

    Duties:

    1. Proposal Preparation and Submission 
    • Coordinate the preparation of large, inter-collegiate, and inter-institutional research proposals. 
    • Assist with proposal budgets and processing for signatures. 
    • Assist in developing process/software for budgets and forms. 
    • Track, manage and file proposals. 
    • Train faculty in the use of Kuali Research – cloud based tool. 
    • Be familiar with all agency specific submission mechanisms and submit research proposals on behalf of the university. 
    1. Negotiating and Interacting with Sponsors
    • Represent the university's research programs to other research organizations, funding agencies, and other universities. 
    • Negotiate and manage grants and contracts (including amendments, budget changes, termination). 
    • Coordinate as needed with BYU General Counsel, Technology Transfer and Risk Management offices. 
    • Interface with sponsoring agencies to maintain awareness of research funding changes and trends. 
    1. Compliance with Federal and Other Requirements
    • Monitor government regulations pertaining to federal grants and contracts. 
    • Work with the Inventory Office to manage government property to assure compliance with federal regulations. 
    • Upon award, ensure approval has been obtained from the appropriate compliance committees (IRB, IACUC, IBC), when applicable. 
    1. Negotiating and Interfacing with Subcontractors and Independent Contractors/Consultants 
    • Negotiate terms of agreement of subcontracts. 
    • Monitor agency regulations and BYU policy and procedures for stipulations concerning subcontracts and/or independent consultants/contractors. 
    • Prepare contracts, amendments, payment documents, and initiate processing through the university. 
    • Administer contractual terms between prime contractor (BYU) and subcontractors and or/consultants. 
    1. Project and Account Management (Post-Award)
    • Control assignment of account numbers and coordinate activation with Financial Service's office of Grants & Contracts Accounting (GCA). 
    • Monitor research accounts in conjunction with GCA to assure compliance with contract requirements, government regulations, and BYU policy. 
    • Manage government property to assure compliance with federal regulations. 
    • Assist Financial Services with audits of project accounts. 
    • Assure compliance with reporting requirements and manage closeout documents. 
    • Act as a liaison between researchers, other university offices, and sponsors to facilitate and administrate management of projects. 
    1. Educate Faculty 
    • Educate principal investigators in all of the areas above, including BYU policies and procedures, government regulations, contract negotiation, etc. 

    Education/Experience 

    • Minimum required: Masters Degree, 5+ years management experience or equivalent combination of education and experience 
    • Preferred: MBA or MPA, Certified Research Administrator (CRA), 8+ years of experience 
    • Skills, abilities, knowledge, licenses, certifications 
      • Required:
        • - A high degree of written and verbal communication skills.
        • - Strong Interpersonal skills/Emotional Intelligence. 
        • - Team building, management and interaction, leadership, initiative.
        • - Excellent ability with computers, particularly spreadsheets, databases and word processing. 
        • - Ability to solve problems independently. 
      • Preferred:
        • - Familiar with Federal Uniform Guidance regulations.
        • - Certified Research Administrator.
        • - Experience with Research Administration software.
        • - Knowledge of Budgeting, Accounting.

    Pay Level: 54

    Approximate Starting Salary: $71,000 to $92,500 depending on qualifications and experience.
