    University of Maryland, Baltimore (UMB) is currently seeking a Research Security Specialist to join the Office of Research and Development - Sponsored Programs Administration. This position will report to and work with the Research Security Manager (RSM) in the UMB Sponsored Programs Administration. This position will support key aspects of the University of Maryland, Baltimore's (UMB) research security program to ensure compliance with National Security Presidential Memorandum 33 (NSPM-33) and Federal requirements for Research Security Programs and export control regulations. The Research Security Program encompasses cybersecurity, export controls, research security training, and international travel. This position will work amongst these areas and other research compliance areas including the review of data use agreements and support for data management.

    ESSENTIAL DUTIES:

    • Support the RSM in the development of policies and processes to implement UMB's research security program, including export control and research security regulations. Conducts export control reviews, restricted party screenings, commodity classifications, and visa petition reviews. 
    • Assist with developing and updating educational materials and trainings on Research Security and export controls in multiple formats for faculty and professional administrators (central and department).  Assist the RSM in providing training, both in-person and virtually. Track trainings to meet the requirements of NSPM-33 and UMB policies. Ensure trainings are documented and the information organized for possible disclosure to federal agencies.
    • Become knowledgeable on policies and procedures of other UMB offices (Center for Information Technology Services, conflicts of interest, International Office/Office of International Services, Environmental Health and Safety, etc.) to advise and provide clear information to Sponsored Programs Administration (SPA), faculty, and staff for research security and export control purposes.
    • Assist the RSM in maintaining the research security program website and ensure updates are added.
    • Assist the RSM and SPA teams in identifying export control language, research security requirements, and other critical terms and conditions in sponsored programs. 
    • With an understanding of data sharing, data security (i.e., secure research environments, NIST standards) and data management, assist the RSM in the review of data use agreements, work alongside faculty & library services for data management purposes, and remain abreast of regulations and policies on open-access and data sharing.
    • Continuously monitor the research regulatory landscape through sources such as federal websites, newsletter updates, and professional organizations. 
    • Participate in professional organizations such as the Association of University Export Control Officers (AUECO), Federal Demonstration Partnership, Council on Government Relations, National Council of University Research Administrators, etc. 
    • Other duties as assigned.

    HIRING RANGE: $70,000 - $77,000 per year (Commensurate with education and experience)
