The opportunity information is in the Electronic Submission section of the application. On that page, you can expand the Opportunity Details section to find the FOA number and other information you would normally find in the Grants.gov synopsis.
I don't believe there is a way to change the FOA without starting over, but you can transform the application with the little green pages icon in the Proposals list. You select the new opportunity (if not already downloaded, you'll need to download), and all or most documents and information should copy over (I can't recall if there's a checkbox to do this). I'm not sure if the packages have to be similar for documents and information to transfer over, like if you were submitting to a whole different sponsor and the package had entirely different forms and fields, though I've not had an issue before transforming between NIH FOAs, for example.

1) Where can we find the FOA number within the proposal package once the proposal is started? It is listed on PHS Assignment form but what about non-NIH proposals?
