Hi folks,
I'm really hoping someone who's experienced this in the past will be able to point us in the right direction. I've called and emailed the NIH GMS on the FOA several times over the last month with no success. We're submitting a P01 next Monday. One of the Research Service Cores is scientifically led by someone at a subrecipient institution, but they'll be using personnel, facilities, and services at OUR institution in addition to their own personnel and other expenses.
The FOA does not allow more than one Core Lead to be indicated. If we show the true Core Lead as the subrecipient PI, then the budget "looks like" they're subbing BACK to us, which cannot be. If we show the Core Lead as our employee (who is indicated as a Co-I in the narrative of the component), it confuses the reviewers.
What would YOU do?
