    The Vaccine and Infectious Disease Division (VIDD), one of five scientific divisions at Fred Hutch, addresses the growing need for treatment and prevention strategies for infectious diseases worldwide. VIDD's mission is to accelerate knowledge of effective immunity and create innovative approaches that can prevent new infections and treat or cure infection-related diseases. VIDD is comprised of three research programs-Biostatistics, Bioinformatics & Epidemiology (IVD), Immunology & Vaccine Development (IVD), and Infectious Disease Sciences (IDS). Outside of these research programs, VIDD faculty participate in a variety of Fred Hutch interdisciplinary programs.

    Global Oncology (GO) is a Fred Hutch-wide international interdisciplinary program that provides collaborative research with a mission to better understand, diagnose and treat infection-related and other high-burden cancers in Uganda. Global Oncology has collaborated with the Uganda Cancer Institute (UCI), located in Kampala, for more than a decade to advance research, capacity building, and cancer care in Uganda.

    The Research Administration Manager (RAM) I for Interdisciplinary International Research Programs oversees a portfolio of national and international NIH projects, non-federal projects and industry sponsored clinical trials for several VIDD principal investigators. This position works independently and will closely partner with faculty and leadership to manage the full life cycle of sponsored research funding. This position will work with an experienced, fast paced, engaged, inquisitive and highly competent team located in Seattle and Kampala to contribute to the scientific and administrative strategic objectives and mission. 

    Responsibilities

    This position works with overarching guidance from program and division leadership and Principal Investigators (PIs) to independently oversee a complex grant portfolio. This position will be expected to work efficiently, take initiative while practicing sound judgment, employ excellent written and verbal communication across multiple cultures, and manage competing priorities. A successful candidate will also be able to focus on continuous process improvement and thoughtful collaboration while operating within the framework of various and complex policies, procedures, and systems as indicated by sponsors, Fred Hutch, VIDD, the GO Program, and the Uganda Cancer Institute as our main collaborators. This position is based in Seattle, WA with the potential to travel up to 25-50% internationally.

    Research Administration 

     

    Manage all sponsored research. pre-award activities in compliance with sponsor and Fred Hutch policies and guidelines as follows: 

    • Review proposal guidelines and forms, communicating all key requirements to assigned PIs, ensuring final submission to sponsor 
    • Understand relationship between project goals and requested project resources 
    • Develop, in partnership with PIs, budget and other administrative documents 
    • Partner with regulatory and PI to ensure human subjects, animal subjects and hazardous materials documents are properly completed for application submission 
    • Assist with sponsor inquiries and award acceptance 
    • Continuously research, identify and track sources for additional sponsored research funding 

     

    Manage all sponsored research post-award activities in compliance with sponsor and Fred Hutch policies and guidelines as follows: 

    • Partner with Fred Hutch Office of Sponsored Research for financial project setup, requesting advance budget arrangements as needed 
    • Oversee all budget management and compliance for the assigned sponsored research portfolio including: 
      • Manage complex effort assignment for staff of 50-70 people in Seattle and Kampala 
      • Create subawards, purchase orders, and consulting agreements where needed 
      • Authorize all expenditures, budget adjustments, and cost transfers 
      • Reconcile monthly budget reports for a large, complex sponsored research portfolio, comprised of multiple funding sources and budget numbers 
      • Lead tracking, preparation, and submission of all competing and non-competing interim and final progress reports 
      • Work with PIs to ensure budgets are amended to reflect revisions to statements of work 
      • Resolve post-award questions and issues related to grants and contracts, including closeout, cost transfers, no-cost extensions, and other prior approval requests. 
      • Initiate, review, and monitor subawards/subcontracts for spending and compliance. 
      • Provide Budget-to-actual financial reporting, expense approvals and invoice processing while assuring charges are appropriate, allowable, allocable, and paid in a timely manner. 
      • Oversee interim and final progress report administration and submission. 
      • Conduct ongoing cost analysis for studies to ensure sponsored projects are adequately funded; provide budget information to internal partners for negotiation of budget revisions with sponsors 
      • Ensure project invoices are submitted and sponsor payments are received in a timely manner. 

    Other Leadership & Administrative Support 

    • Participate as part of broader GO and VIDD administration and operations teams, regularly partnering with international colleagues to ensure effective administration of all VIDD international interdisciplinary sponsored research projects 
      • Mentor and support capacity development of international research administration collaborators 
      • Create short- and long-term goals for role through the lens of continuous process improvement 
      • Work with faculty and leadership to continuously identify operational issues and areas of improvement to ensure optimum conduct of research studies. 
      • Gain thorough understanding of various research-oriented financial and proposal management systems internal to Fred Hutch including Hutch Grants, HARP, FMS, and OnBase to improve existing and develop new reports and tools in alternate programs (i.e. Microsoft Excel), as needed. 
      • Perform related duties as assigned. 

      Qualifications

      MINIMUM QUALIFICATIONS: 

      • Bachelor's degree in Business Administration, Public Administration, or related field; an equivalent combination of education and experience may be substituted for minimum education requirement 
      • Minimum of five years' experience in pre-award and post-award research administration or grants and contracts management, ideally managing Federal or State sponsored awards in a complex, multi-faceted portfolio 
      • Experience with business development and industry sponsored contracts 
      • Knowledge of relevant regulatory requirements affecting sponsored research, and ability to apply this knowledge to their portfolio and share with the Research Administration team 
      • Ability to navigate complex internal systems and departments while exercising sound judgement and discretion 
      • Proficient with complex budget development and use of financial reporting tools 
      • Excellent time management and prioritization skills, with the ability to effectively manage multiple and competing demands 
      • Excellent written and oral communication skills and the ability to communicate effectively with faculty and staff in a variety of roles 
      • Intermediate skills in Word, Adobe Acrobat Pro, and Outlook 
      • Advanced skills in Excel including familiarity with pivot tables and look up tables 
      • The ability to work independently, soliciting direction or assistance from leadership as required 
      • Highly organized and detail oriented 
      • Demonstrated ability to work successfully as part of a diverse team with a commitment to equity and inclusion 
      • Flexible work schedule to accommodate meetings across multiple time zones, outside of standard business hours

      PREFERRED QUALIFICATIONS: 

      • Master's degree in Business Administration, Public Administration, Public Health, or related field 
      • Seven years of progressive experience in research administration or grants and contracts administration in a research organization, a university/medical school setting, or other complex non-profit organization 
      • Prior experience working with international colleagues across different cultures and time zones 
      • Experience with regulatory agencies and reviewing IRB administrative documents 
      • At least three years' experience managing direct reports and conducting performance appraisals
