    Organizational Unit Overview

    The Division of Research, Economic Development and Engagement (REDE) is responsible for research policy and integrity, research administration, and contract negotiations across ECU and leads economic and community engagement initiatives including partnerships with public sector agencies, industry, military, and other organizations in pursuit of scholarly activities, economic development, and community engagement. The division directs new intellectual enterprises, including technology transfer. REDE is responsible for the following units under its umbrella: Office of Community Engagement & Research, Office of Continuing and Professional Education, Office of Human Subjects Protections, Office of Innovation & New Ventures, Office of Licensing & Commercialization, Office of National Security & Industry Initiatives, Office of Postdoctoral Affairs, Office of Research Administration, Office of Research Development, Office of Research Integrity & Compliance, Office of Undergraduate Research, and the Institutional Animal Care & Use Committee.

    Job Duties

    The primary purpose of this position is to increase grant and contract proposal competitiveness from concept through submission to an extramural sponsor with a focus on researchers at the individual faculty level. This position identifies funding opportunities, liaises with federal (and other) sponsors, and assists faculty with proposal development. This position will work within a decentralized "Research Administration Hub" or Hub which serves to provide both pre-and post-award service to faculty in multiple colleges and centers. This position will be initially delegated to a hub that serves faculty in the Brody School of Medicine, East Carolina Diabetes & Obesity Institute, and the NC Agromedicine Institute, but could be reassigned to other hubs as needed.

    This position performs the following specific job-related duties:
    - Identify and disseminate funding opportunities that match the research interests, projects, and faculty expertise using a variety of online databases and tools;
    - Work collaboratively with Sponsored Programs Officers in the Office of Research Administration for grant proposal submission through eTRACS (ECU's electronic research administration and compliance system), NSF FastLane, Grants.gov, NIH eRAcommons, NOAA Grants Online, and other electronic submission portals;
    - Ensure accuracy of pre-award data necessary for correct award setup and implementation;
    - Review, interpret and apply sponsor regulations and guidelines for electronic submissions;
    - Assist faculty and/or units with administrative and financial preparation of grant application packages and budgets;
    - Assist faculty with proposal submissions including assisting with individual user account setup, sponsor registration, download application package, entering information into eTRACS, and reviewing of sponsor guidelines assuring that all internal and external submission deadlines are met;
    - Coordinate large interdisciplinary/multidisciplinary faculty research proposals both internal and/or external to the university;
    - Serve as liaison with the Offices of Research Administration and Foundation Relations to ensure timely and efficient foundation grant submission, management, and compliance, and with University central offices (e.g., REDE and college and departmental offices) to ensure sponsor and university compliance;
    - Work with leadership in REDE on the development and implementation of institution-wide rules and regulations (e.g., limited submission programs) necessary to maintain compliance and to ensure meaningful and consistent pre-award management of grants and contracts;
    - Develop and disseminate reports on pre-award activities;
    - Develop and oversee policies and procedures related to pre-award grants management and identify and resolve operational issues as they arise;
    - Work collaboratively with REDE Assistant Vice-Chancellors and offices to address barriers to grant submission;
    - Serve on divisional committees and special projects as assigned;
    -Other duties as assigned.

    Minimum Education/Experience

    Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

    Preferred Experience, Skills, Training/Education

    Bachelor's degree (writing-related, business-related, or math-related degree), or equivalent, and 3 years demonstrated experience with development and submission of extramural proposals for grants and contracts in a university environment; demonstrated positive/productive working relationships with faculty, senior administrators, and external research sponsor officials. Knowledge of programs and procedures for granting agencies, including federal agencies (e.g. NSF, NIH, DHS, DOE, DOD, USDA, NOAA, NEH, NEA) as well as corporate and private foundations and sponsors, and knowledge of relevant OMB regulations. Excellent interpersonal, writing and communication skills. National certification as a CRA, Certified Research Administrator, or CPRA, Certified Pre-Award Research Administrator is preferred.
