    The University of Texas at San Antonio (UTSA) is looking to hire several individuals into our Pre-Award Research Administration units (Research Service Centers) at levels commensurate with experience (II, III or Senior), as noted below. These positions are open until filled.

    With a focus on advancing knowledge through research and discovery, The University of Texas at San Antonio (UTSA) closed out fiscal year 2020 with its highest total research expenditure numbers in its 51-year history. In FY 2020, UTSA's total research expenditures increased to $134 million. This is a significant milestone for UTSA as it propels toward National Research University Fund (NRUF) eligibility and recognition as a Carnegie R1 high-intensive research institution.

     

    In order to support UTSA's research community with more capacity regarding proposal development and submissions, we are looking for four research pre-award administrators to join our Research Service Centers (RSC). Due to efficiency and effectiveness requirements, REDKE has recently reorganized the Research Service Centers, which are under REDKE's Office of Sponsored Project Administration (OSPA), to focus only on pre-award functions, while a separate Post-Award Administration unit has been established under REDKE 's Office of Research Finance and Operations.

    Salary

    $33,440 to $72,715 Commensurate with Experience.

     

    Hours per Week

    40 hours per week.  Occasional evening and weekend work during peak times. 

    Purpose of Position
    Function: To provide support for basic grants and contracts pre-award administration activities in the Research Service Center.

    Scope: Responsible for the development and submission of routine grants/contracts.

     

    Essential Functions

     

    Level II:

     May be responsible for duties of RAA I.

    • Works on proposals of diverse scope where analysis of data requires an understanding of complex regulations.
    • Reads and evaluates proposal submission requirements in grants and contract submission documents.
    • Prepares proposals for submission to sponsoring agency through electronic means or paper (if required by agency).
    • Completes and approves transactions for RSC Director's signature or other authorized institutional official.
    • Guides less experienced staff or works as a team leader as needed.
    • May review and guide others in the review of financial and administrative proposal requirements to ensure compliance with institutional and sponsor policies.
    • May act as a technical specialist in a particular area, such as travel and entertainment.
    • Provides independently for proposal submissions and pre-award management in accordance with campus policies and agency requirements.
    • Other duties as assigned.

     

    Level III:

    • May be responsible for duties of RAA I and II.
    • Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure.
    • Works on proposals that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.
    • Uses advanced contracts and grants concepts to manage a high volume of proposals and sub-awards submissions; many involving significant complexity.
    • Reviews and guides others in the review of financial and administrative management requirements of proposal submission to ensure compliance with institutional and sponsor policies.
    • Works independently to assess complex contract and grant proposal requirements, develops budgets, obtains cost sharing commitments, and organizes sub-award proposal documentation. 
    • Is the lead in working with the Sr. Research Award Coordinator and the RSC Director to resolve pressing concerns in time for meeting submission deadlines.
    • Works on proposals of diverse scope where analysis of data requires a thorough understanding of complex regulations.
    • Typically works highly complex proposals that may involve multiple

     

    Senior:

    • Works with the post award RAA's on complex post award issues.
    • Finalizes award set-up and assigns account number.
    • Monitors time and effort and approves expenditures over $5,000. Prepares and issues a variety of expenditure and other reports. Reviews billings and revenue collection and expenditures associated with certified recharge centers or specialized research units.
    • Sets up and verifies receipt of cost sharing and allowability of program income.  Reviews timeliness of cost sharing expenditures.  Reviews and approves accounting documents.
    • Approves no cost extensions and submit approvals to federal agencies. Approves cost transfers and reconcile accounts.
    • Submits invention notices to the federal government.  Coordinates with Technology Transfer and submits final invention report to federal government.
    • Corresponds with the federal government and other sponsors on financial matters.
    • Verifies that all progress, financial and final technical reports have been sent to the sponsor. 
    • Verifies that all sub-recipient final reports have been received by UTSA for close out of an award.
    • Monitors budgets and performance metrics.
    • Provides guidance to post award RAA's on all issues.
    • Performs other duties as assigned. 

     

    Required Qualifications

     

    Level II:

    • Three years of grant/research administration experience.
    • Bachelor's degree from an accredited institution.
    • Outstanding communication skills.

     

    Level III:

    • Five years of grant/research administration experience.
    • Bachelor's degree from an accredited institution.
    • Outstanding communication skills.
    • Criminal Background Check (CBC).

    Senior:

    • Six years of grant/research administration experience. 
    • Bachelor's degree from an accredited institution.  May substitute Master's degree with 4 years of experience or High School with 10 years of experience.
    • Excellent interpersonal skills.
    • Broad knowledge of processes, protocols and procedures regarding budget, account and fund management, personnel management of labor contracts and human resources policy.
    • Broad knowledge of financial analysis and reporting techniques, human resources and risk management planning, accounting, and payroll.
    • Broad knowledge of common campus specific and other computer application programs.
    • Criminal Background Check (CBC).

     

    Preferred Qualifications

     

    Level II:

    • CRA certification.

     

    Level III:

    • Master's degree or CRA certification.

     

    Senior:

    • Master's degree or CRA certification.

     

    Additional Information

    • At present, this role is a UTSA telecommuting position, and the candidate selected for this position will be required to work from home during the COVID-19 pandemic. Telecommuters may be required to work on campus at times: travel and parking expenses are the employee's responsibility. It is expected that this position will return to campus in the future. Applicants must be adaptable and open to working in both environments.
