    Description

    OPM Position Classification: Biologist or Biosafety and Occupational Health Specialist (GS-9/11)

    Internal Position Title:  Biosafety/Regulatory Specialist

    Salary Range of $58,585 per year to $92,153 per year

    This position is in the Regulatory Support Unit of the Wildlife Services (WS), National Wildlife Research Center (NWRC), located in Fort Collins, CO. The NWRC is the research arm of the USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) program. Scientists and support staff at the NWRC are dedicated to finding solutions to challenging wildlife damage and wildlife disease management problems related to agriculture, natural resources, property, and human health and safety.

     

    This position supports laboratory, field and captive animal testing functions at NWRC and the incumbent must be knowledgeable of related regulations and policies and facility operation procedures to ensure all NWRC research is not only compliant but scientifically sound, humane and safe. The incumbent serves as the NWRC Biosafety Officer and serves as the Chair for two NWRC Committees: NWRC Institutional Biosafety Committee, and NWRC Institutional Animal Care and Use Committee (IACUC) and provides general safety services for the facilities and scientific staff.

     

    Biosafety Responsibilities

    The Biosafety Regulatory Specialist serves as the NWRC Biosafety Officer and Chairs the NWRC Institutional Biosafety Committee. The NWRC research facilities include both laboratory and animal space with BSL-1, 2 and 3 designations. The incumbent manages the review of NWRC research protocols, conducts biological and biohazard risk assessments, implements appropriate risk mitigation measures and procedures, and directs research staff on appropriate biocontainment levels and applicable biosafety requirements. The incumbent develops, evaluates, and implements comprehensive biosafety programs, incorporating Federal, State, and local regulations, departmental policies, agency programs and policies and current industry accepted best management practices. The incumbent ensures NWRC research is compliant with NIH and CDC guidelines which may include the conducting regularly scheduled meetings and maintaining committee membership requirements. The incumbent must keep current on new developments, trends and methods in microbiology and molecular biology as well as the regulatory environment impacting NWRC research.

     

    Animal Welfare Responsibilities

    The Biosafety/Regulatory Specialist serves as the Chairperson of the NWRC Institutional Animal Care and Use Committee (IACUC) and ensures research performed at Fort Collins and field station facilities and research performed on wild animals in the field is compliant with the applicable requirements of the Animal Welfare Act (AWA) and USDA policies. The incumbent manages the review of all protocols involving the use or observation of animals and coordinates and conducts facility inspections and post-approval monitoring inspections of animal studies. The incumbent staffs the IACUC and conducts regular IACUC committee meetings, prepares institutional reports and communicates regularly with the NWRC Attending Veterinarian and Institutional Official.  

    Safety Responsibilities

    The incumbent will assist the WS Health and Safety Manager on issues related to NWRC facilities. This responsibility includes serving as the NWRC job site representative to ensure that a safe laboratory workplace environment is maintained, maintaining safety equipment, supplies and signage, and assisting in tracking and providing NWRC employees medical clearance and respirator fit testing.  In addition, the incumbent serves as the NWRC representative to APHIS and Wildlife Services safety and health committees.
